What actually formed was a grey market whose sole purpose is to get you through the 14-day requirement.Developers complained loudly enough that Google eventually listened — last December they reduced the requirement from 20 testers to 12. The 14 consecutive days stayed.The core mechanic stayed.The Fiverr market stayed.The problem is who it actually filters. Sophisticated bad actors — the ones releasing AI slop at scale — are exempt by policy. Organizational accounts don’t touch this requirement.5If the number is negotiable, the number was never the point. Opening an app for 14 days tells you nothing about whether it's good, safe, or honest. Apple reviews the app. That’s a judgment call — slow, sometimes arbitrary, but it’s at least asking the right question.
